Kurtis Hanna, Director of Public Policy & Government Relations

With a background as both a citizen advocate and professional lobbyist, Kurtis has played a pivotal role in shaping Minnesota’s cannabis laws for over 15 years. Kurtis has built a reputation as a trusted expert in cannabis policy, legislative negotiations, and regulatory strategy, having catalyzed and contributed to much of the state’s landmark cannabis and drug policy legislation. Kurtis also works closely with journalists, providing leads, background information, and expert analysis to publications such as The New York Times, Star Tribune, MinnPost, MPR News, and Fox 9.

At Blunt Strategies, Kurtis leads government relations, ensuring that cannabis businesses, policymakers, and industry stakeholders have the insights and strategic guidance they need. He monitors every cannabis-related bill introduced at the Minnesota Legislature, follows developments at the Office of Cannabis Management (OCM), and provides clients with real-time intelligence on legislative, regulatory, and political shifts. His deep institutional knowledge, legislative connections, and media expertise make him a critical asset to businesses and organizations working within Minnesota’s cannabis industry.

Before joining Blunt Strategies, Kurtis was a contract lobbyist for Minnesota NORML. His work contributed to the legalization of raw cannabis flower in Minnesota’s medical program, the legalization of hemp-derived THC edibles and beverages, and the establishment of Minnesota’s Psychedelic Medicine Task Force.
